Additions provide a refreshed set of tools to support City growth and planning work to keep communities in place
As Seattle grows the risk of displacement comes into sharper focus. Displacement pressures that put people at risk of being pushed out of their homes are deeply rooted in historical discriminatory policies and practices. Policies in Seattle’s Comprehensive Plan point to the importance of regularly monitoring displacement risk at a neighborhood level to inform City programs, regulations and legislation and support the equitable growth of our city.
To aid this work, OPCD updated the Displacement Risk Indicators Dashboard in February 2026 with additional data and ways to measure displacement risk. The updated Dashboard shows two types of residential displacement risk indicators: Displacement Pressure and Displacement Vulnerability indicators.
- Pressure indicators, are connected to conditions like rising housing costs and development that can increase a person’s risk of having to move out of their home and show where these conditions are concentrated.
- Vulnerability indicators, highlight groups of households and populations who tend to be the most impacted by displacement and where they reside.
Pressure indicators help to identify specific displacement pressures, while vulnerability indicators help to understand which communities may be more susceptible to displacement pressures.
Two other enhancements include the addition of a key observations summary to assist users in understanding the data, and the addition of views that bring the two types of indicators together to better reveal how pressures interact with vulnerabilities.
With its frequent updates, the Dashboard is designed to provide timely signals to help identify where specific displacement pressures are deepening or emerging, and what demographic groups and types of households are experiencing these heightened pressures. This information helps the City as it works to address emerging patterns and respond to deepening challenges.
The Dashboard is a living data tool and as we learn more about ways to understand and impact displacement, OPCD will continue to update the Dashboard to help those using it have a clearer vision into the risk of displacement, which will help us avoid displacement and address existing displacement pressures.
This update reflects collaboration across the City, including input and guidance from the Anti-Displacement Workgroup formed in 2025. The City’s Innovation & Performance Team also informed the updated design and additional indicators for this Dashboard update. OPCD will regularly update each of the displacement pressure and vulnerability indicators. Feedback from partner organizations, affected communities, technical and academic experts, and City staff will help shape future improvements to this tool, which is intended to be used for informing programs, developing policy, and evaluating how the City is doing in preventing displacement.
Part of Our Displacement Data Toolbox
The Displacement Risk Indicators are part of a larger set of tools that OPCD provides for understanding and responding to displacement risk, including the Displacement Risk Index and the Neighborhood Change webpage.
The Displacement Risk Index provides a composite view of where vulnerable populations face greater risk of displacement as growth unfolds. The Index is suited to informing City plans, programs, and land use policy decisions with longer-range horizons. OPCD updated the Index in 2022 to inform the recent major update of the Comprehensive Plan, and we plan to continue making updates on a periodic basis.
The Neighborhood Change webpage complements the Index and the Indicators Dashboard by identifying how the racial and ethnic makeup of neighborhoods has changed over time.
