OPCD Celebrates $2.2 Million in Funding for I-5 Lid Planning

We are excited to announce the authorization of $2.2 million in state and federal funding for the next phase of the I-5 Lid project. This funding will support continued planning and move us closer to transforming the I-5 corridor into a healthy, connected, thriving space for all.

The I-5 Lid project seeks to reconnect neighborhoods in Downtown Seattle by constructing a “lid” over the interstate. This initiative, which began as a grassroots effort, aims to create new public spaces, strengthen community connections, and provide opportunities for housing and development. The project has made significant strides over the past decade, with recent milestones including: 

  • 2023: Seattle City Council Resolution 32100 acknowledging the project’s potential to create open spaces, improve connectivity, and support housing, including affordable options. 
  • 2024: Award of federal funding from the U.S. Department of Transportation, combined with state funds to secure a $2.2 million budget. 

What’s Next? 

The next phase of planning will expand the 2020 feasibility study, updating assumptions to reflect current economic and social conditions. A new community vision plan will also be developed in collaboration with affected neighborhoods, envisioning a future where public land and buildings are built over the Downtown I-5 trench.

This phase will serve as the foundation for required environmental studies and align with the Washington State Department of Transportation’s (WSDOT) I-5 Master Plan. OPCD, in partnership with the Lid I-5 community group, will kick off the procurement process to hire consultants in Spring 2025, with public engagement activities to follow.
