Participatory Budgeting Native Youth Community Center Request for Qualifications 

We are seeking a qualified organization to receive funding to design and deliver a capital project – Native Youth Community Center (Center). The successful applicant will be responsible for negotiating a Capital Agreement for Services with the City that will be managed by OPCD. There is one-time funding that will support the successful applicant’s plan to design and deliver the Center, but additional fundraising may be necessary.

The successful applicant’s scope of work will include the following components:

  • Organizational capacity-building
  • Predevelopment due diligence
  • Environmental review
  • Capital campaign development
  • Project design and delivery.   

The project is expected to be delivered within five years unless otherwise negotiated with the City.  All consultants are subject to laws and WMBE requirements, as required.
